2138 كتب الله مقادير الخلائق قبل أن يخلق السماوات والأرض بخمسين ألف سنة
Allah had written down the destinies of the creatures fifty thousand years before He created the heavens and the earth

عَنْ عَبْدِ اللهِ بْنِ عَمْرِو بْنِ الْعَاصِ، قَالَ: سَمِعْتُ رَسُولَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، يَقُولُ: "كَتَبَ اللهُ مَقَادِيرَ الْخَلَائِقِ قَبْلَ أَنْ يَخْلُقَ السَّمَاوَاتِ وَالْأَرْضَ بِخَمْسِينَ أَلْفَ سَنَةٍ، قَالَ: وَعَرْشُهُ عَلَى الْمَاءِ".

‘Abdullāh ibn ‘Amr ibn al-‘Ās (may Allah be pleased with him) reported: I heard the Prophet (may Allah’s peace and blessings be upon him) say: "Allah had written down the destinies of the creatures fifty thousand years before He created the heavens and earth. And His Throne is on the water."

صحيح - ( رواه مسلم ). Sahih/Authentic. [Muslim]

يخبر رسول الله صلى الله عليه وسلم أنّ اللهَ كتب مقادير الخلائق، أي: أقدار الخلق كلّهم وما هو كائن كَتَبها في اللَّوح المحفوظ قبل أن يخلق السَّموات والأرض بخمسين ألف سنة، وقوله: وعرشه على الماء، أي: عرش الله سبحانه وتعالى، وهو موافق لقوله تعالى: { وكان عرشه على الماء}، والإيمان بالكتابة مِن أركان الإيمان بالقضاء والقدر، وتمامها: الإيمان بعموم عِلْمه سبحانه وتعالى لكلّ شيءٍ علمًا تفصيليًّا، ومشيئته وإرادته، فلا يقع شيء إلّا بإذنه، وخلقه وإيجاده لكل مخلوق.
The Prophet (may Allah’s peace and blessings be upon him) informs in this Hadīth that Allah Almighty had written down the destinies of all creatures in the Preserved Tablet fifty thousand years before creating the heavens and the earth. His statement "and His Throne on the water" is consistent with the verse that says: {And His Throne was upon the water} [Surat Hūd: 7]. Belief in Allah's writing is one of the pillars of faith in the divine decree and predestination, and overall it entails belief in Allah's will and His comprehensive and detailed knowledge of of all things, and that nothing happens whatsoever except according to His will and creation.

إثبات القدر. كتابة الأقدار كلها في اللوح المحفوظ قبل خلق الخلائق والسموات والأرض. الإخبار بأن عرش الله سبحانه وتعالى على الماء.
It affirms the existence of the divine predestination. All destinies had been written down in the Preserved Tablet before creating the heavens and the earth. The Hadīths informs that the Throne of Allah Almighty is on the water.
